Office of Head Start: TMSC started to provide information and distribution services to the Office of Head Start in 1990, for a program operated by the Administration for Children and Families of the U.S. Department of Health and Human Services. This comprehensive early childhood development program focuses on ensuring that preschool children ages 0-5 from low-income families can begin school ready to learn.
OHS selected TMSC to develop a systematic way to connect, share and learn from their wealth of information and knowledge. Head Start grantees and delegates also needed ways to work together collaboratively to build new knowledge and provide access to professional development and training options. TMSC implemented a multi-step unified approach to meet these diverse needs which involved the structure and content of the Early Childhood Learning and Knowledge Center (ECLKC).
The ECLKC was developed in coordination with OHS federal team leads and focus groups made up of grantees. Regional office staff also participated in early planning. These collaborative efforts led to the creation and launch of the ECLKC in late January of 2006. The Family Emergency Shelter (FES): In 1995 TMSC started managing the Family Emergency Shelter located in Maryland, which provides 24/7 housing and supportive social services for homeless families. Through TMSC’s model, families are provided fully furnished and equipped transitional housing which always operates at full capacity. The families served at the shelter arrive there because they are in need of assistance. Frequently, homelessness is a result of other underlying problems. These may include: substance abuse, joblessness, lack of education and/or training. Enabling the family members to positively address their needs is the first step toward restoring family functionality.
TMSC's highly skilled and certified case managers and counselors are committed to assisting clients obtaining independence and self-sufficiency. Our staff provides structured rehabilitative services that address the complex multiple needs of our clients. We link clients to other necessary services offered by other agencies.
FES is considered to be a model shelter by its funding agency and its former clients. The structured support and counseling offered by the staff has proven effective. Family members break dependency on drugs and progress to secure permanent housing and employment. Many of the families remain independent and self-sufficient for the long term and often keep in touch regularly and report on their family's progress. Staff is always delighted to hear from individuals such as a former substance abuser who went on to receive a national certification in addiction counseling and is now the director of a social services agency. One of her children went on to receive her bachelor's degree and is now a school teacher. Since its inception, the Family Emergency Shelter program has served well over 1000 families.
